◎ Is the character a hacker and/or do they have a sixth-sense? While eventually he will awaken haki and so has the potential for it, it's not yet.
◎ Personality:
Usopp is generally perceived on the surface as a liar and a coward, those are his two distinctive traits which even he'll admit himself. But there is far more to Usopp than meets the eye. In fact it's these traits that inform the inner shape of himself, much like artists learn to use negative space to form what is out of the seemingly blankness around it.
Firstly, Usopp is a coward because as much as he lies, he has his parents traits of brutal honesty, but only toward himself. In as much as he'll say he's content to go into so-and-so scary or dangerous place and give them what-for as the strongest whatever, he knows (or feels) that he's not really capable of actually doing anything substantial or even surviving. Surrounded by a crew of powerful people, he's at the lower end of the power spectrum and he knows it. And even then when the danger draws too near he'd really really like to get out of it now, thanks, or do you think this is a good idea? Or you go ahead, he'll back you up. Since he'd prefer admitting (in a roundabout way) that he's scared than dying a horrible, painful death.
This reflects something even deeper in him though. At one point they face a girl named Perona who with her abilities could bring even the most self-assured to their knees by a wave of negativity (ie feeling bad about themselves). They didn't work on Usopp because he is already negative! Which means that he knows what it is he can't do. He knows how he places in comparison to his friends. He knows how weak he is. It's part of what drove him to leave the crew once. So he wouldn't hold them back. But he can never quite see all that he does do and does contribute to the overall well-being of the crew and his own talents at sniping as well. He's saved the day more than once without even realizing it. Unfortunately, his concept of saving the day is more flashy heroics than a crucial step in a complicated process.
As for lying, Usopp lies for various reasons, which are somewhat related and it depends on his audience. He lies for self-aggrandizement and he lies for entertainment. Basically, when I say Usopp lies, I mean generally tells lies that no one would ever believe, like: "I wrestled a giant crab when I was five." The point of that lie depends on what he's trying to achieve and who he is talking to.
Sometimes his lies are about self-aggrandizement, so that people will consider him strong and brave and give him praise even when he hasn't necessarily done anything to deserve it. He wants to be a strong warrior of the sea and for people to look up to him. Since he hasn't really done anything for people to look up to, he makes it up. This is the kind of lie that gets him into trouble the most, except where Luffy and Chopper are concerned because they eat it up and think he's the coolest thing since sliced meat.

This kind of lie is usually accompanied with knee knocking terror, but not always. The further he is from actual harm, the more confident his lie sounds. Usopp is a story-teller and likes to spin huge unbelievable tales about him being in charge of a whole army when he was seven or something out of the world like that. He mostly does this kind of thing for the benefit of Luffy and Chopper, keeping them entertained. But he also uses it to cheer people up and take their mind off hardships, like he did with Kaya at the very beginning. Though it still relies on a certain self-aggrandizement though. Usopp did all these things and no one else.
So why all this supposed self-centeredness? Because of Usopp's childhood, after his mother died (his father having run off to be a pirate) he was raised in an offhand way by the village but there was never a sense of people invested in him. He grew up kind of lonely and with a need to make himself known and heard. He is afraid of getting looked over or lost in the shuffle, especially when he's surrounded by consummately cool people. Though at this time he's found his place in the crew and is fairly cemented there and is even starting to get his own self-assurance about it, he'll never let anyone steal his thunder by letting the lie be about someone else.
So what does he give to the crew? Well first of all a reminder of what it is to be a normal human and just friendship, warm, good-natured friendship and caring. Not that they wouldn't care about one another with his absence, but he just kind of makes it fun. He has connection to everyone on the crew. (And I'm just going to go through his key connections because otherwise it will go on for a while. XD)
For Luffy, they are the same age and pretty much the same type. Rough and tumble boys who like to fish and joke and have fun. They're also both really into the natural world such as beetles and bugs and things of that nature. Luffy is also his best friend. Usopp has stood up to a beating for someone even mocking Luffy's dream and managed to turn the tide of the battle because of his anger about it. He cares about Luffy and what people say about him a great deal because Usopp knows the power of a story.
For Zoro, Zoro is kind of the older brother and the pillar behind which Usopp ducks when things get bad. Zoro is a brick wall. Zoro can be counted on to save his butt when things get bad. It's Zoro who most often calls him on his self-aggrandizing bullshit, too, not letting Usopp take credit where he doesn't deserve it. Still Usopp likes and cares for him and is less likely to take for granted when he's injured, though he'd still rather hide behind him. Though from this canonpoint, his worldview was shaken when Zoro couldn't protect him from the overwhelming danger that was Kuma and so instead of Zoro carrying anyone, Usopp carried Zoro, running as fast as he could to get them both away from the danger. Though that didn't quite work.
For Nami, it's joked about in fanon that Usopp and Nami are girfriends (in a nonsexual way) and this is kind of true. Usopp considers her (as well as himself and Chopper) part of the weak trio, though this isn't really slander, because Nami would prefer not to fight if she doesn't have to and they both have a healthy sense of self preservation. They are probably the most normal out of the crew and know what it is to be normal. Though they will work together to save each other if no one else is available they pretty much know that alone against a stronger force they are pretty much screwed. Still Usopp can turn to Nami for a burst of normality or a normal person's look on a world where your captain is rubber and thinks the more danger the better.
For Sanji, Sanji is like a big brother, too, but one that Usopp can joke around with and bother to some extent. Sanji is the next step up in being a normal person despite his enormous strength and Usopp understands his flaws and weaknesses just as Sanji understands Usopp's. I really think that it's Usopp who helps to bring out Sanji's warmer/goofier side because of their friendship, but also he's a guy who isn't in any kind of competition with Sanji. They also share a love and appreciation for the homier aspects of life on a ship and Usopp will go with Sanji on shopping trips on occasion.
For Chopper, Usopp is pretty much the big brother. He tells him all these stories, which Chopper believes in fully and, more importantly, believes in Usopp fully, thinking he's utterly cool. Usopp clowns around with him a lot and they will work together in fights on occasion. Which is not to say they won't freak out when the situation starts to get out of control.
And speaking of freaking out, yes, Usopp does that a lot. He does run away a lot because he's afraid of death or getting severely trashed at the least. However, when people are in danger (especially those who are weaker than him), his crewmate's dreams are insulted, or he just doesn't have time to think about it, he will make a stand, facing the enemy on his own terms-- which is a combination of sniping with his slingshot and other bits of cleverness. Usopp relies on his brain and his accuracy for survival (and also very fast feet)
But essentially, what's important about Usopp is that he's the one that brings in the normal side to life, in terms of fighting abilities yes, but also in having fun and goofing off and laughter. He's a big hearted, easy going kind of guy who lies a bit too much. But his lies are rarely ever to anyone's detriment and it's mostly a vision of someone he wants to be. (and every lie has a grain of truth. Even if he doesn't know it yet).
As a note, in terms of his canon point he is still recovering a bit from leaving the crew and returning to it. Though he's gone through an adventure since then and gotten out from behind the mask and shadow of Sogeking (a disguise he created in order to fight alongside his crew even when he wasn't officially part of them at the time) and won a battle just on his lonesome with his ingenuity. He's starting to believe in himself and that he belongs to and deserves to be in this crew but he's still got a long way to go.

Usopp is the crew's sniper and for good reason. His aim is impeccable and he rarely misses a target he's set his sights on, even when moving at a fast clip.
He's also a master at ingenuity, making all his own ammo. You can see his talent in varied list of his self-made arsenal. Usopp can also make weapons, for example he made both versions of Nami's climatact, the newer version able to create assorted weather effects (though knowing how to create those weather effects comes from Nami's ingenuity)
He is a great artist, a skilled inventor of small things, is able to do various bits of handyman work, and is not afraid of getting his hands dirty.
